The regular meeting of the Ovid Town Board was called to order at 7:00pm by Town Supervisor Alfred Prouty. Also present were Councilmen John Hubbard, Kevin Wilkins, Joe Borst, and Mark Beardsley, Bookkeeper Donalie Kelly, Town Clerk James Vangalio, Highway Superintendent Jack Wickham and other interested citizens.

The minutes of the July 14, 2010 meeting were approved with a motion by Councilman Beardsley, a second by Councilman Borst and approval by all.

A public hearing was held regarding a revision to the procedure used in dealing with a variance to the Land Use Ordinance. Discussion ensued between Board members, the Planning Board Chair, and interested citizens. The hearing was closed at 7:25pm with a motion by Councilman Hubbard, a second by Councilman Beardsley and approval by all. Action on the revision was tabled, until after a workshop is held on the Land Use Ordinance and clarifications are made, with a motion by Councilman Hubbard, a second by Councilman Wilkins and approval by all.

Highway Superintendent Jack Wickham presented his highway report. Jack presented proposals for the repair of the bridge on Rock River Road. The Board authorized Jack to order the pipe needed to make the repair. With a motion by Councilman Wilkins, a second by Councilman Beardsley and approval by all the Board authorized Jack to enter into an agreement with Silverline Construction to perform the repairs on the Rock River Road Bridge in the amount of $20,960.00, subject to approval of the Town Attorney. Jack also presented his transfer station report.

The Town Clerk’s Report and moneys collected for July were accepted into the record. As Land Use Officer, the Town Clerk submitted his report on activity with land use permits within the town.

Board Members received a copy of the Bookkeeper’s report.

Supervisor Prouty presented a report from his office. Supervisor Prouty reported that the Village of Ovid had submitted a report in response to the Boards request for budget information.

With a motion by Councilman Wilkins, a second by Councilman Borst, and approval by all, the Board set September 22, 2010 at 7:00pm as the time and date for a workshop on the Land Use Ordinance.

Supervisor Prouty presented a proposal for the County to re-open the recycling site at the Transfer Station using a Town employee. After lively discussion the Board took no action on the matter.

Following the Audit of the bills, Vouchers #289-332, were approved for payment with a motion by Councilman Wilkins, a second by Councilman Borst, and approval by all, for Abstract #8 for $39,829.32.

Supervisor Prouty adjourned the meeting at 8:40pm with a motion by Councilman Wilkins, a second by Councilman Borst, and approval by all.
